Housing Support and Government Schemes in Mauritius: Where to Look

Mauritius has run a range of housing support measures over the years, delivered through different bodies and revised at almost every Budget. This article explains the landscape and - more usefully - how to check what is actually open right now.

Why this article does not list current rates

Housing measures in Mauritius are set through the annual Budget and the Finance Act that follows it. Schemes are introduced, extended, revised and allowed to lapse. Two measures aimed at home buyers - a cashback scheme and a home loan payment refund - ran until 30 June 2025 and were not renewed in the following Budget, which is a good illustration of how quickly the picture changes.

Publishing a figure here would give it an authority it does not deserve. What follows is the structure, and where to check.

The main categories of support

Social housing

Delivered largely through the National Housing Development Company (NHDC), aimed at lower-income households, and typically allocated against eligibility criteria including household income and registration on the relevant social register.

Registration duty relief for first-time buyers

Mauritius has long operated an exemption from registration duty for first-time buyers up to a value threshold, with separate thresholds for bare land and for a house or apartment. Both thresholds were increased in the 2025-2026 Budget. The scheme applies to Mauritian citizens buying a principal residence who have not previously owned residential property. Loan and interest support

Various measures have at different times subsidised interest, refunded a portion of loan repayments, or offered cashback on a purchase. These are the most volatile category and the most likely to have changed since you last read about them.

  • The Government of Mauritius portal for current schemes and the responsible ministry
  • The Registrar-General’s Department for registration duty exemptions and conditions
  • The Mauritius Revenue Authority for tax treatment
  • The most recent Budget Speech and Finance Act for what changed this year
  • A notary, who deals with these exemptions daily and will know the current practice

A practical note

If a scheme matters to your purchase, confirm it in writing with the responsible authority before you commit to anything. Eligibility usually depends on specific facts - citizenship, prior ownership, the use of the property, the value - and a general summary cannot tell you whether you qualify.
